مطالب بفتح تحقيق في اختلالات سوق العزوزية

 

راسلت الجمعية المغربية لحقوق الانسان فرع المنارة مراكش كل من وزير الداخلية ووالي جهة مراكش أسفي ورئيسة المجلس الجماعي، حيث طالبت بفتح تحقيق بشأن اختلالات سوق العزوزية النموذجي.

وأشارت الجمعية الحقوقية في مراسلتها أنها توصلت بعريضة من الباعة المستفيدين الأصليين من سوق العزوزية النموذجي بمراكش، كما اطلعت على العديد من المراسلات لتنسيقية الباعة في سوق العزوزية موجهة لكل والي جهة مراكش آسفي، وإلى رئيسة المجلس الجماعي، لرفع الضرر والتدخل لوقف الاختلالات المسجلة بالسوق المذكور اعلاه، مرفقة بلوائح الجهات المستفيدة خارج المستفيدين الأصليين، وارقام الجلسات والبقع الممنوحة لهم وعددها .

وأضافت الشكاية أن المجلس الجماعي لمراكش تنصل من مهامه وقام بتفويضها لمكتب جمعية الأمل لسوق العزوزية، وجعل السوق برمته تحت وصايتها بما في ذلك عملية بناء السوق وتكليفها بإختيار المقاولة المعنية ببنائه، وبإلزام المستفيدين الأصليين من الباعة الجائلين من تسديد فاتورة البناء للمقاولة، وتوجيههم تحت إكراه التشطيب من الإستفادة لمؤسسة بنكية تم ابرام اتفاقية شراكة معها لمنح المستفيدين غير القادرين على الآداء قروض تحت ضمانات المحلات التي بحوزتهم .

وأشار فرع المنارة مراكش للجمعية المغربية لحقوق أنه يتابع بقلق بالغ انحراف عملية دمج الباعة الجائلين بسوق العزوزية النموذجي عن اهدافها الأصلية في توفير بديل مهيكل يضمن شروط تراعي توفير العيش اللائق والكرامة الإنسانية والظروف الاجتماعية للباعة الجائلين المستفيدين من البقع والمحلات التجارية بسوق العزوزية النموذجي.

وطالبت الجمعية بفتح تحقيق بشأن الاختلالات المذكورة موضع شكايات المستفيدين وعلى رأسها فتح تحقيق بشأن إغراق السوق المذكور بالأغيار والسماسرة والمضاربين العقاريين والنفخ في لائحة المستفيدين من خارج الباعة الجائلين الأصليين ذوي الاستحقاق.

كما دعت للعمل على تدارك الخلل الحاصل في تنصل المجلس الجماعي لمراكش من مهامه وتفويضها لجمعية الأمل لسوق العزوزية، بما في ذلك تفويت عملية بناء السوق والتوسط لدى المقاولات البنكية لتسهيل حصول المستفيدين على قروض تمويل البناء ضدا على أهداف المشروع الاجتماعية ، مما جعل المستفيدين يتخلون عن محلاتهم لفائدة الأغيار والوسطاء والمضاربين العقاريين تحت ضغط الحاجة، و لعدم قدرتهم على تحمل نفقات بناء السوق خوفا من المتابعات القضائية من طرف البنك في حالة عدم القدرة على الآذاء والوفاء بالأقساط
