مديرو التعليم في مراكش مستاؤون والمنظومة التربوية تزداد هشاشة

عبر مديرو الثانويات الإعدادية والتأهيلية في مراكش عن الاستياء من ظروف العمل في ظل التجاهل لمطالبهم الملحة والضرورية لفائدة المؤسسات التي يديرونها والتي تشكو الخصاص في الموارد البشرية ونقص الوسائل التعليمية وغياب الدعم المادي واللوجيستي لمواد التنظيف والتجهيزات المكتبية وإصلاح وترميم البنيات التحتية.

جاء ذلك في تدوينات مجموعة مديري المؤسسات التعليمية عبر تطبيق التراسل الفوري (وتساب) التي تضمهم، عشية اجتماع مكتب جمعيتهم مع المدير الإقليمي للتربية الوطنية في مراكش، أبرزوا من خلالها وضعيات الهشاشة في البنية التربوية إن على مستوى التجهيزات والوسائل الديداكتيكية أو العلاقات الإدارية مع الرؤساء والأجهزة الإدارية الأعلى؛ وإن على مستوى بنية الاستقبال في أقسام التعليم العام والأقسام الداخلية وبنيات الإطعام.

واشتكى المديرون من نقص أعوان النظافة والطبخ والحراسة النهارية والليلية، واستنكروا مضاعفة الأعباء على المجموعة القليلة العاملة من هذه الفئة التي تزاوج في المهام بين التنظيف والطبخ وبين الحراسة نهارا والحراسة ليلا، في تجاهل تام لمطالب تغطية المؤسسات التعليمية على صعيد الإقليم بالموارد الكافية من المستخدمين في المهام المحددة.

كما اشتكوا نقص الأطر الإدارية الذي وصفوه بالحاد في مؤسسات لا كفاية لها من الحراس العامين والملحقين الإداريين والملحقين الاجتماعيين في مواجهة الاكتظاظ والازدحام من المتمدرسين الذين يعانون إضافة لغياب التأطير والمصاحبة والمواكبة من نقص الطاولات والكراسي والوسائل التعليمية في المختبرات العلمية والوسائل الديداكتيكية لمواد الاجتماعيات والإعلاميات…

بل إن مديرا قال في تدوينته إنه توصل بمراسلة من مديرية التعليم في مراكش مفادها أن « المديرية لن تمكن المؤسسات التي تعرف تنزيل مشروع المؤسسة المندمج  MCC من أية تجهيزات ولا حاجيات » مؤكدا ان مؤسسته « لم تتوصل بأية مواد للتنظيف ولا للتعليم ولا دفاتر النصوص لحد الآن ولا سبورات ولا تجهيز مكتبي » مشددا أنه راسل المسؤولين دون جدوى.

وقال آخر إن مؤسسته لا تتوفر على مختبر للأقسام العلمية ولا على قاعة للإعلاميات مجهزة بما يلزم من معدات المعلوميات مشيرا إلى أن الطاقم الإداري يتناوب على حاسوب واحد في الإدارة موصل بشبكة الإنترنت عبر (موديم) مستعار من مؤسسة جارة.

واشتكى مدير من العطش هو والعاملين معه وتلامذة المؤسسة التي لا ترتبط بشبكة الماء الصالح للشرب في مركز يحيط به سوق ومجزرة ومعمل للزيتون ومطرح للنفايات، ومؤسسته بها مطعم بلا طباخ وبلا معدات لا مكتبية ولا تربوية وبلا واسطة تواصلية مع خارج هذا المحيط.

وطالب زميل لهم بعدم قبول الأقلام الجافة مع مداد الطابعات « الطونير » والوسائل غير الصالحة والتي لا تتوفر على مواصفات الجودة من الوسائل التعليمية التي تزود بها المصلحة ذات الاختصاص في المديرية المؤسسات التعليمية بما لا يلبي الكفاية ويغني الحاجة.

وأجمع المدونون في تواصلهم على عدم صلاحية المواد من أقلام وسبورات بيضاء وأوراق وحبر إضافة إلى مواد التنظيف من الذي تم توزيعه، كما أجمعوا على سوء الشروط التي يعملون فيها ويؤدون واجبهم تحت رحمة قناطير التعليمات والتوجيهات والقواعد الآمرة التي تنوء بكلكلها على أعباء مسؤولياتهم.

واعتبر مديرون أن هذه الأعباء أدت بهم إلى الاكتئاب نتيجة الاحتراق النفسي من الارتجال في التدبير المديري للقطاع الذي أصبح يئن من غياب التنسيق بين المصالح التي تتنازع المسؤوليات وكل من جهتها تصدر مذكرة تقع تبعاتها التدبيرية على كاهل رؤساء المؤسسات التعليمية.

وشخص مدير وضعية رؤساء المؤسسات التعليمية في المهام التي أصبحت منوطة بهم والتي عددها على سبيل التوضيح في التدبير الإداري والتربوي للأقسام التعليمية والملاعب الرياضية والمطعم والمراقد والنقل المدرسي وبرنامج تيسير ومليون محفظة والتلقيح والعناية بالتربويات والإجابة على مصالح المديرية والتنقل بين المؤسسة التعليمية والمديرية الإقليمية إضافة إلى مهام الانفتاح على محيط المؤسسة وإشراك المنتخبين وممثلي الجماعات المحلية والمجتمع المدني دونما إثارة « كل ما من شأنه »، وتحمل في ذلك كل تدخل مقبول وغير مقبول وتلقي الصدمات من كل الأطراف المتوقع منها ذلك بوجوب التضلع في « السفسطة والبيزنطية » مع السهر على حماية وأمن التلاميذ والموظفين والمرتفقين و(داكشي)…

واستدرك عليه زميله أنه أصبح عاجزا عن القيام بكل المهام التي انضاف اليها التكليف بمركز التلقيح مطالبا بالزيادة في هرمونات الدوبامين والسيغوتونيل والنوغودغيلانين…

وختم عليهم مدير بخلاصة أنه بعد كل العنت والوعثاء من مهام لا محدودة « ويأتي مخلوق أو كائن مجهري لكي يعطينا دروسا في المواطنة والمسؤولية ».

وتساءل المديرون عن مآل التعويضات المستحقة عن التكليف بمراكز التلقيح وذلك على غرار مسؤولي القطاع الصحي والعاملين فيه خلال ظروف الجائحة والتعبئة لتطعيم الساكنة من اجل الحماية من الوباء وتأمين المناعة الجماعية، كما تساءلوا عن مصير التعويضات التي لم تصرف لرؤساء مراكز مباريات توظيف أطر الأكاديمية.

يذكر أن المدير الإقليمي لوزارة التربية الوطنية اجتمع مطلع الأسبوع الجاري مع مكتب جمعية المديرين لم يصدر بشأنه أي بلاغ أو بيان ولم يرشح من تداولاته ما يفيد فضول الاطلاع عن مواقف الطرفين في ظل الشكاوى العديدة لأسرة الإدارة التربوية من سيل المراسلات التي تطالبهم بما لا يستطيعون له في التدبير حملا لاسيما وأنه كما يقولون مطبوع بالارتجال…

وما يزال المديرون ينتظرون من المسؤول الاول عن القطاع في مراكش، البث في النازلة غير المسبوقة لدعوة بعضهم من طرف رئيس مصلحة الشؤون الادارية والمالية للاجتماع مع مزود الاقسام الداخلية بالمواد الغذائية التي تحفظوا عن تسلمها لمخالفتها المواصفات المحددة، ومطالبتهم بالتسوية والقبول بالبضاعة على حالها كما أتى بها المزود على متن شاحنة وهي في ساحة المديرية الإقليمية أسفل  نافذة مكتب السيد المدير الاقليمي وذلك في وساطة تخالف صراحة القانون الذي يتعطل في هذه المديرية..
