فقدان الثقة في الأحزاب ينبئ بضعف المشاركة في الانتخابات المقبلة والنيابة العامة مؤتمنة على ثقة المواطنين
تنبئ التحضيرات الجارية للاستحقاقات الانتخابية في المغرب مطلع شهر سبتمبر المقبل، بضعف المشاركة السياسية وإقبال الناخبين على صناديق الاقتراع بسبب فقدان الثقة في النخب التي أعلنت الأحزاب ترشيحها للتنافس عن مقاعد الجماعات المحلية أو البرلمان والغرف المهنية.
وخيبت الأحزاب كل الآمال عقب تسمية مرشحيها للانتخابات الجماعية بتعيين أشخاص من خارج تنظيماتها الحزبية دون خضوع في أغلب الأحوال لقوانينها الأساسية وفي غياب الديمقراطية الداخلية التي سفحها التصويت الشكلي لفروع محلية واقليمية أغلبها منتهي الصلاحية.
كما أن بعض المرشحين تلاحقهم المتابعات القضائية ومنهم من خبر الناخبون سلوكاتهم وذممهم في تجارب متكررة لسوء التمثيل باتخاذ الصفة الانتخابية وسيلة لتحسين أوضاعهم الاعتبارية.
ولم تول الأحزاب في هذا الشأن أي اعتبار للتوجيهات الملكية وبدت متخلفة جدا عن الدولة كفاعل سياسي هيأ ما استطاع من شروط إنجاح الممارسة الديمقراطية في حد أدنى من الشفافية والتخليق الذي ما يزال بعيد المنال في ظل أوليغارشية مهيمنة حد تجميد فصول القانون أن يكون ممارسة واقعية.
ورهان الانتخابات المقبلة على النيابة العامة التي لأول مرة في تاريخ الاستحقاقات الديمقراطية ببلادنا ستوكل اليها مسؤولية المراقبة القضائية على فرض احترام القانون وضمان شروط النزاهة والشفافية وذلك في استقلالية تامة عن باقي أجهزة الدولة التي ستسهر من جهتها على تطبيق القانون.
والمأمول أن تباشر النيابة العامة في إطار اللجنة المركزية واللجن الجهوية والإقليمية لتتبع الانتخابات مهامها ومسؤولياتها في مرحلة الإعداد والتحضير لهذه الاستحقاقات وحتى إعلان نتائج الانتخاب وليس وفقط المصاحبة للحملات الدعائية وعمليات الاقتراع والفرز والبث في الشكايات التي تتوصل بها اللجن.
إن المواطنين يتطلعون أن تكون النيابة العامة في صميم الممارسة الديمقراطية بالصلاحيات الواسعة والاستقلال الكامل الذي تتمتع بها من أجل صون الديمقراطية في ذاتها من العبث وتحصينها من كل ما من شأنه أن يشوبها ويسيء إلى جوهرها وإلى ممارستها.
وستكون التجارب المقارنة في بعض الدول ذات الباع الطويل في مراقبة النيابة العامة للعمليات الانتخابية وتتبعها، مفيدا لتعزيز هذا المكسب الديمقراطي في بلادنا الذي تستهدف من خلاله الدولة إحداث القطيعة مع كل ما بث اليأس في أوساط المواطنين وأدى إلى العزوف عن التصويت والانتخاب وأبعد النخب من ذوي الكفاءة والأهلية عن السياسة وحول الأحزاب إلى دكاكين.
وعسى تنظر اللجن التي تم تنصيبها مؤخرا في الأهلية السياسية للمترشحين على أساس نظافة اليد والمروءة والأخلاق والوطنية والوفاء لثوابت الأمة والإخلاص للوطن وشعاره وليس وفقط خلو سجلاتهم العدلية من السوابق…
كما الرجاء أن تمارس هذه اللجن الرقابة على المساطر التي تم في إطارها تزكية المترشحين بمقتضى القوانين الأساسية والقوانين الداخلية للأحزاب التي منحت تلك التزكيات، وذلك سيكون مكسبا للديمقراطية الداخلية في هذه الأحزاب التي ستعود الثقة الى مناضليها في أجهزة الرقابة القضائية لحماية حقوق المنخرطين داخل التنظيمات الحزبية والمنتمين إليها.
وأما الذي يطالعنا به واقع الترشيحات والتزكيات التي لم يتم بعد ترسيمها فإنه مقدمة وللأسف تنذر بسوء النتائج في استمرار العزوف وفقدان الثقة وتعطيل المشروع التنموي الذي يقوده جلالة الملك ما لم يتم تدارك المسار الديمقراطي في هذه المحطة الحاسمة من تاريخ بلادنا التي تحتاج ضخ دماء نقية في شرايين النخب السياسية المتجددة القادرة على كسب الرهان ومواجهة التحديات بالقدرة والكفاءة وبالصدق والنزاهة…
وإن كل ذلك موكول للشعب الذي عليه أن يجعل صناديق الاقتراع حكما وفيصلا بين البرامج والأفكار وبين الرجال والنساء وأن يكون يوم الاقتراع هو يوم الحساب الذي فيه كل حزب بما كسب رهين، كما ان ذلك موكول لأجهزة الرقابة والتتبع لاسيما الجهاز القضائي ممثلا في رئاسة النيابة العامة ومعها وزارة الداخلية.
فليس لشخص من الناحية المبدئية الديمقراطية ان يفوز بثقة الناخبين وهو لا مصداقية له في سلوكه العام مع زوجته ومع أسرته وفي عمله ولا خلاق له في تعاملاته وهو إذا حدث كذب وإذا عاهد أخلف وههو الصندوق يتبرأ من كل دس وتدليس فهل يكون الناخب والحزب على قدر شفافية الصندوق أم أن الغد سيكون أشبه بيوم أمس؟
