كشف محمد أمكراز وزير الشغل والإدماج المهني، أنه تم إرجاع 5016 أجير مطرود إلى عمله خلال سنة 2020، مشيرا إلى أنه تم استرجاع حوالي مليار و917 مليون درهم لفائدة الأجراء المشتكين خلال نفس السنة، وذلك في سياق مراقبة تطبيق التشريع الاجتماعي وفي إطار مواكبة الظرفية الاستثنائية الناجمة عن تفشي جائحة “كورونا”.
وأوضح أمكراز، في كلمة بمناسبة فاتح ماي، أنه في إطار تعزيز السلم الاجتماعي والحد من النزاعات، تمكن أعوان تفتيش الشغل، السنة الماضية، من معالجة 63 ألف و235 نزاعا فرديا، وإيجاد تسوية ل74 ألف و181 شكاية من أصل 145 ألف و674، بنسبة 50,92 في المائة.
وأضاف الوزير، أنه بالنسبة لنزاعات الشغل الجماعية، فقد مكنت تدخلات مصالح الوزارة من تفادي 1950 إضرابا في 1629 مؤسسة مقابل 1629 إضرابا متفاديا ب974 مؤسسة خلال سنة 2019، أي بنسبة ارتفاع بلغت 19,71 في المائة.
وتابع المسؤول الحكومي، أن جهاز مفتشي الشغل يقوم بمجهودات كبيرة وجبارة لتدبير هذه النزاعات ،خصوصا فيما يتعلق بتوعية المقاولات والأجراء من المخاطر الناجمة عن فيروس كورونا، وضرورة اتخاذ الإجراءات الاحترازية التي أقرتها السلطات العمومية.
وعلى مستوى النهوض بالمفاوضة الجماعية وضمان انتظامية اجتماعات الهيآت الاستشارية الثلاثية التركيب، سجل أمكراز، أنه على الرغم من تفشي جائحة كوفيد 19 فقد سعت الوزارة بتنسيق وتشاور مع الشركاء الاجتماعيين، إلى مواصلة تفعيل الهيئات الثلاثية التركيب التي تعنى بالحوار الاجتماعي الموضوعاتي وتثمين مخرجاته، وذلك تماشيا مع الحوار الاجتماعي الوطني الثلاثي الذي لم يتوقف خلال هذه الفترة الزمنية.
وفيما يتعلق بالمفاوضة الجماعية والقانون التعاقدي للشغل، أكد الوزير، أنه على الرغم من تفشي الجائحة وتطبيق التدابير الاحترازية في عموم الترابي الوطني فقد تم تسجيل إبرام وإيداع 10 اتفاقيات جماعية للشغل لدى السلطة الحكومية المكلفة بالشغل سنة 2020 و3 اتفاقيات خلال يناير وفبراير 2021، إلى جانب التوقيع على ما مجموعه 139 بروتوكول اتفاق داخل المقاولات بين العمال وارباب العمل .
وفي مجال النهوض بالصحة والسلامة المهنية في العمل، قد تمت مواصلة ورش تطوير وتأهيل الإطار القانوني و المؤسساتي للصحة و السلامة المهنية وذلك من أجل ملائمته مع معايير العمل الدولية ذات الصلة ، حيث وزارة الشغل والإدماج المهني بإعداد السياسة و البرنامج الوطني للسلامة والصحة في العمل، وذلك بتشاور مع المنظمات المهنية للمشغلين والأجراء الأكثر تمثيلا وكذا مع كافة القطاعات الحكومية المعنية وتم عرضها بمجلس الحكومة بتاريخ 4 يوينو 2020.
وأبرز المسؤول الحكومي، أنه تم إعداد برنامج العمل التنفيذي للبرنامج الوطني للصحة والسلامة المهنية 2020-2024 الذي يحدد مراحل وكيفية تنفيذ الإجراءات التي سيشرف عليها كل قطاع، فضلا عن مضاعفة الجهد الذي قامت به الوزارة فيما يتعلق بتنفيذ الأحكام المتعلقة بحوادث الشغل بالنسبة لأعوان الدولة والزيادة في الإيرادات.
وفي هذا السياق، كشف وزير الشغل والإدماج المهني، أنه تم تنفيذ 393 حكما بمبلغ مالي قدره حوالي 4 مليون درهم، بينما بلغ عدد المستفيدين من الزيادة في إيرادات حوادث الشغل والأمراض المهنية، 36.000 مستفيد إلى غاية مارس 2021 بمبلغ يناهز 380 مليون درهم.
