وجاء ذلك في رسالة توصلنا بنسخة منها، وجهها ستة أعضاء ينتمون اٍلى فريق المعارضة اٍلى السلطات الإقليمية، أكدوا من خلالها أن « النائب الثالث لرئيس أمزميز قام بالترامي على مهام و اختصاص موظفي التعمير بالبلدية، على مرأى و مسمع الجميع، متحديا بذلك جميع القوانين التنظيمية و التشريعات الإدارية المنظمة لعلاقة المستشار بالإدارة بصفة عامة، و بالموظف بصفة خاصة، و مهام كل منهما ».
و أضاف الأعضاء في شكايتهم، أن النائب المذكور و »لتحقيق هذا الفعل اللامسؤول و المخالف لكل القوانين، قام بإقصاء رئيس مصلحة التعمير-التقني الوحيد بالجماعة- من مزاولة مهامه التقنية المحددة قانونا، و تتبع كل ما يتعلق بالتعمير خاصة ملفات البناء و إعادة البناء، و بالضبط الملفات المرتبطة بالزلزال، مع العلم أن هذه الملفات حساسة و في ظرفية زمنية معقدة ».
و أشار المشتكون أن النائب الثالث للرئيس « أصبح بقدر قادر تقني في التعمير، إذ يقوم بممارسة مهام و وظيفة التقني بصفة مباشرة من حيث الإشراف و إعداد ملفات الرخص و الإصلاح و كل ما يتعلق بإعادة بناء ما دمره الزلزال ».
والى ذلك، خلصت الرسالة اٍلى أن الأعضاء المشتكين، يطالبون بتدخل المسؤول الأول على اٍقليم الحوز، من أجل وضع حد لهذه التصرفات التي تسيء لإدارة الجماعة و تلحق أضرارا بمصالح ساكنة دوائر المعارضة بصفة خاصة، و ساكنة أمزميز في بصفة عامة.
