تواصل فعاليات قطاع التعليم بالمغرب توجيه أسهم الانتقاد إلى وزير التربية الوطنية والتعليم الأولي والرياضة شكيب بنموسى، بخصوص الوضع الذي بات عليه القطاع في الفترة الأخيرة، والذي ازداد سوء بفعل كثرة الإضرابات.
ودخل خالد الصمدي، كاتب الدولة السابق المكلف بالتعليم العالي والبحث العلمي، على الخط، حيث حمل هو الآخر وزير التربية كامل المسؤولية في الوضع الحالي للمنظومة التعليمية.
وقال الصمدي، إن التخبط والتوتر الذي تشهده المنظومة التربوية، بفعل الإضرابات الناتجة عن إقرار الحكومة لنظام أساسي جاء دون انتظارات رجال ونساء التعليم، من شأنه أن يؤثر بشكل سلبي للغاية على التلاميذ وتحصيلهم الدراسي لهذه السنة، محذرا من كون هذه الفترة الضائعة من الموسم الدراسي، والتي تُخصص للتقويم وتأهيل التلاميذ، ستؤثر حتما على مسار السنة الدراسية كلها.
وأضاف المتحدث بأن المقررات الدراسية والبرمجة عموما محددة بالزمن، وكذلك المراقبة المستمرة، منبها إلى أن تعطيل كل هذا لشهر وزيادة معناه أننا إما سنقلص المقررات الدراسية أو سيتم القيام بـ “عملية بتر ونسخ ولصق”، وهذا يؤثر بشكل كبير على التعلمات، كما وقف عند المعاناة النفسية والاجتماعية للآباء والأسر، قائلا « هنا، نتحدث عن 7.5 مليون طفل، أي أننا أمام ملايين الأسر التي تعيش حاليا في وضعية ارتباك مع أبنائها، علما أن تلاميذ القطاع الخاص يواصلون دراستهم بشكل طبيعي، وهذا له انعكاس مباشر على تكافؤ الفرص بينهم وبين تلاميذ المدرسة العمومية، على مستوى التحصيل عموما وعلى مستوى الامتحانات الإشهادية بالخصوص« .
وشدد على أن حل هذا الوضع ومعالجته، يقع أساسا على عاتق رئيس الحكومة، الذي يجب عليه عقد اجتماع اللجنة الوزارية لتتبع إصلاح منظومة التربية والتكوين والبحث العلمي التي يرأسها شخصيا بموجب مرسوم، والتي لم تعقد أي اجتماع لها في ظل هذه الحكومة، مشيرا أن هذه اللجنة من مهامها تتبع كل الأوراش العرضانية المتعلقة بهذا الإصلاح الحاسم في بلادنا، مبرزا أن عقد رئيس الحكومة لها، يستدعي أن يكون في جدول أعمالها الاستماع رفقة جميع أعضاء اللجنة المكونة من الوزراء والفاعلين من خارج الحكومة إلى عرض مفصل لوزير التربية الوطنية حول خلاصات مشاوراته مع الفاعلين وإدخال الملاحظات والاقتراحات اللازمة للتجويد، ثم عرض المشروع على المجلس الأعلى للتربية والتكوين والبحث العلمي لإبداء الرأي بالتسديد والتجويد أيضا، قبل عرض النص على مجلس الحكومة طبقا للقانون.
ونبه الصمدي إلى أن توقف هذه اللجنة عن الانعقاد، كان سببا في مرور مشروع الوزير شكيب بنموسى مباشرة إلى مجلس الحكومة دون مناقشة تفصيلية أو تدقيق، بعد أن وقع الوزير تحت ضغط الوعد الذي التزم به بإخراج النظام الاساسي إلى حيز الوجود قبل نهاية شهر يوليوز 2023 ليضمن دخولا مدرسيا سلسا، مما أوقع الحكومة في التسرع، فصادقت على المرسوم في مجلس الحكومة وأحالته على وجه السرعة إلى الجريدة الرسمية للنشر فوقع ما وقع.
وأشار الصمدي، أنه وعوض أن تربح الحكومة الوقت وتضمن استقرار الدخول المدرسي، سقطت في ما تهربت منه، فلا هي ربحت الوقت ولا هي ضمنت استقرار المدرسة، منبها إلى أن الحريق الذي اشتعل في القطاع بسبب النظام الأساسي، وإن تم إطفاؤه في الفترة المقبلة، سيخلف رمادا وأثرا سلبيا على المنظومة، وعلى هذه السنة الدراسية بالخصوص.
