المجلس كانت ترأسه قائدة القياد، في رياسة بلا أمجاد، والأعضاء الظريفون، تابعون مطيعون، لا يعاندونها في الخطاب، ولا يبحثون في الأسباب، يصادقون ويصوتون بكل براءة، ويمدحون صنيعها بكل جراءة، والرئيسة في بحبوحة من الحكم، مسموع همسها دون عتاب أو لوم، تحكم أجمل البلاد، بمجلس بلا أوتاد.
لا أوتاد في مجلس المنتخبين، ولا من يدافع عن حقوق الناخبين، لا رجال أشداء يقفون حين يقتضي الحال، ولا نساء عنيدات تمحصن كل هدف ومآل، جمع من أهل المنافع، مصالحهم وقودهم وهي الوازع، يداهنون الرئيسة بكل صفاقة، يتنوعون في المدح بين الابتذال والأناقة، والرئيسة سعيدة بهم مستقوية عليهم، محفوفة بهم مرفوعة لديهم، وبمثل هؤلاء لا يرتفع شأن المدن، ولا برئيس متعال أذن.
وقد بلغ الذل فيهم شأنا كبيرا، ولم تجد الرفعة جندا أو نصيرا، تراهم حين تحضر الرئيسة، في جلسة بئيسة، أنفاسهم حبيسة، أصواتهم حسيسة، مآربهم خسيسة، وحيث تخرج لتشرب من الماء كوبا، ينطلقون في اللغو دأبا، ويصبون الضحكات صبا، ويقدحون من الصياح نخبا، وحين تطل من باب القاعة يخرسون في ظرف وجيز، لا قويا بينهم ولا عزيز، يتفرق بينهم من خسروا الرياسة قبلا، يحملقون في تيه وعيونهم حبلى، يقارنون في حسرة بين أمسهم الصاخب المشاغب، وما آل إليه الحال من هدوء قاتل شاحب.
العمدة هانم أم الملاحم، سيدة مجلس عروس العواصم، لن يخبرها المستشارون الخائبون أن القوة في الاختلاف والثقة بتحقيق الأهداف، لا بتركيع الأحلاف، ومن يداهن اليوم يغدر غدا، ومن يخون مرة يخون أبدا، ومدينة البهوج بهية الصوامع بديعة المروج، لا تلائمها إلا الأمجاد، وتحتاج قيادة من القياد، تعتصم بمجلس قوي الأوتاد، لخيري البلاد والعباد.
