صادق المجلس الحكومي على مشروع المرسوم رقم 2.22.234 لتطبيق أحكام المادة 7 من قانون المالية رقم 76.21 للسنة المالية 2022 المتعلقة بترشيد مِنَحِ إعانات الدولة المباشرة في مجال الاستثمار، قدمه فوزي لقجع، الوزير المنتدب لدى وزيرة الاقتصاد والمالية المكلف بالميزانية.
وحسب تصريح الناطق الرسمي بإسم الحكومة فإن هذا المشروع، الذي تم إعداده بالتشاور مع القطاعات الوزارية المعنية، لتحديد كيفيات تطبيق أحكام المادة 7 من قانون المالية رقم 76.21 للسنة المالية 2022 والتي تربط مِنَحِ إعانات الدولة المباشرة في مجال دعم الاستثمار بضرورة توفر الأشخاص الذاتيين والاعتباريين المعنيين بهذه الإعانات على وضعية جبائية سليمة فيما يخص الالتزامات المتعلقة بالإقرار وكذا أداء الضرائب والواجبات والرسوم المستحقة المنصوص عليها في المدونة العامة للضرائب.
كما يهدف هذا المشروع إلى وضع آلية لترسيخ مبادئ الحكامة المالية التي تقضي بضرورة الاحترام التام للالتزامات الضريبية كشرط للاستفادة من الإعانات التي تمنح من ميزانية الدولة في مجال الاستثمار المباشر لفائدة القطاعات الاقتصادية المنتجة. كما سيمكن هذا المشروع من وضع أسس ترشيد النفقات العمومية في مجال دعم الاستثمار فضلا عن إذكاء مفهوم المسؤولية الضريبية عند الأشخاص الذاتيين والاعتباريين المعنيين.
