وضع تدابير لتخفيف قسوة البرد على ساكنة الحوز وشيشاوة

تنفيذا للتعليمات الملكية السامية الرامية إلى توفير الرعاية اللازمة لساكنة المناطق المتضررة بفعل موجات البرد، أطلقت وزارة الصحة والحماية الاجتماعية عملية » رعاية 2023-2024″ خلال الفترة الممتدة من 15 نونبر 2023 إلى غاية 30 مارس 2024، وذلك سعيا منها لضمان استمرارية الخدمات الصحية والاستجابة للحاجيات من هذه الخدمات لفائدة ساكنة المناطق المتضررة بفعل موجات البرد.
وذكر بلاغ للوزارة أن هذه العملية تستهدف 31 إقليما منتميا إلى ثمان جهات: جهة طنجة تطوان الحسيمة (شفشاون- العرائش – وزان-الحسيمة)، جهة الشرق (فجيج- تاوريرت – الدريوش- وجدة أنجاد- جرادة– جرسيف)، جهة بني ملال خنيفرة (بني ملال- أزيلال- خنيفرة)، جهة درعة تافيلالت (ميدلت – ورزازات- تنغير- زاكورة – الراشيدية)، جهة فاس مكناس (بولمان- صفرو- إيفران- تازة- تاونات -الحاجب)، جهة سوس ماسة (تارودانت – اشتوكة آيت باها – طاطا)، جهة مراكش أسفي (الحوز – شيشاوة)، وجهة الرباط-سلا-القنيطرة (الخميسات).
وأوضح أن هذه العملية تهدف إلى ضمان استجابة ملائمة لحاجيات ساكنة المناطق المتضررة بفعل موجات البرد والمناطق المعزولة بالوسط القروي عبر توفير خدمات صحية للقرب، وخاصة، تعزيز الخدمات الصحية الأساسية، الوقائية والتوعية المقدمة على مستوى المراكز الصحية وتكثيف أنشطة الوحدات الطبية المتنقلة في نقاط تجمع الساكنة محددة على مستوى المناطق المهددة بموجة البرد، مع ضمان التكفل بالحالات المرضية المرصودة بواسطة القوافل الطبية المتخصصة والمستشفيات المرجعية المحددة وكذا ضمان التكفل بالحالات المستعجلة.
وأشارت وزارة الصحة والحماية الاجتماعية إلى أن أهم الأهداف الميدانية لهذه العملية تتمثل في ضمان توفير الموارد البشرية والتجهيزات ووسائل التنقل بالمراكز الصحية التي توجد المناطق المتضررة بفعل موجات البرد في دائرة نفوذها لاستقبال والتكفل بساكنة المناطق المحددة وعددها 745 مركز صحي؛ وإنجاز 3766 زيارة ميدانية للوحدات الطبية المتنقلة؛ وتنظيم 175 قافلة طبية متخصصة للاستجابة للحاجيات المرصودة من الخدمات الطبية العلاجية.
كما تتمثل هذه الأهداف في وضع نظام للتنسيق بين الوحدات الطبية المتنقلة والقوافل الطبية المتخصصة ونظام المستعجلات الإقليمي؛ وتحديد المؤسسات العلاجية المرجعية ووضع نظام للإحالة والإحالة المعاكسة على مستوى الأقاليم المستهدفة، (مستشفيات القرب، مراكز استشفائية إقليمية، مراكز استشفائية جهوية)؛ إلى جانب وضع آليات التنسيق مع الشركاء على مستوى المراكز الصحية المعنية.
ومن أجل تحقيق النتائج المسطرة للعملية، يضيف المصدر ذاته، فقد تمت تعبئة ما مجموعه 2028 مهنيا صحيا من أطباء وممرضين وصيادلة وتقنيين وإداريين كموارد بشرية، بالإضافة إلى التجهيزات الطبية من آلات متنقلة للفحص بالصدى ومختبرات للتحاليل الطبية متنقلة وكراسي متنقلة لطب الأسنان وآلات قياس حدة البصر وتجهيزات أخرى حسب البرمجة. كما ستتم تعبئة وسائل التنقل من وحدات صحية متنقلة وسيارات للإسعاف.
وفي ما يخص الأدوية والمواد الصحية، أوضحت الوزارة أنه ستتم تعبئة غلاف مالي قدره 000 230 10 درهم كميزانية استثنائية من طرف المصالح المركزية لوزارة الصحة (بالإضافة إلى الميزانية الإقليمية السنوية)، كما سيتم رصد غلاف مالي قدره 2.553.400 درهم كميزانية استثنائية من طرف المصالح المركزية لوزارة الصحة لتغطية الحاجيات من الوقود وصيانة الوحدات المتنقلة.
وأكدت الوزارة أنها ستعمل أيضا على تشجيع جميع الشركاء والمتدخلين للمساهمة في تفعيل وإنجاح هذه العملية، مشيرة بالخصوص إلى الدور الحيوي والفعال الذي تضطلع به السلطات المحلية، وعلى رأسها الولاة والعمال وكذا الهيئات المنتخبة والقطاع الخاص وجمعيات المجتمع المدني والمنظمات العاملة في الميدان الصحي.
