ناصر بوريطة: المملكة المغربية قررت رفع مساهمتها في الميزانية السنوية للصندوق المركزي لمواجهة الطوارئ

أعلن وزير الشؤون الخارجية والتعاون الإفريقي والمغاربة المقيمين بالخارج، ناصر بوريطة، أمس الثلاثاء، أن المملكة المغربية قررت رفع مساهمتها “بشكل ملحوظ” في الميزانية السنوية للصندوق المركزي لمواجهة الطوارئ، وذلك من خلال تخصيص غلاف مالي يقدر بـ100 ألف دولار برسم سنة 2021.
وأكد بوريطة، في كلمة له خلال مؤتمر 2020 رفيع المستوى لمانحي الصندوق المركزي لمواجهة الطوارئ، المنعقد عن بعد، أن مساهمة المغرب في الميزانية السنوية للصندوق تهدف إلى أن تجسد تعبيرا “ملموسا” عن “الانخراط الإنساني” للمملكة.
وأشار الوزير إلى أنه في الوقت الذي تتم فيه مواجهة احتياجات إنسانية غير مسبوقة، فإن أي مساهمة تعتبر مهمة، لاسيما وأنها تساعد في تخفيف المعاناة، وتعطي الأمل للفئات الأكثر هشاشة و”تقربنا من الهدف العالمي المتمثل في +عدم التخلي عن أي شخص+”.
و سجل أن المغرب يساهم “بنشاط وثبات” في التخفيف من وطأة الأزمات الإنسانية عبر العالم، من خلال مشاركته الفعلية في عمليات حفظ السلام والمبادرات الإنسانية في مختلف بقاع العالم.
وفي هذا السياق، ذكر بوريطة بأنه تنفيذا للتعليمات السامية لصاحب الجلالة الملك محمد السادس، أقامت القوات المسلحة الملكية 17 مستشفى عسكريا وقدمت 2,65 مليون خدمة للسكان المحليين واللاجئين في 14 بلدا في عدة قارات.
من جهة أخرى، أكد بوريطة أن المغرب ما فتئ يشدد على الأهمية “الكبرى” التي يكتسيها بناء الجسور بين المشاريع الإنسانية والتنموية كما هو الحال في منطقة الساحل، مضيفا أن المملكة بصفتها رئيسة الشق الإنساني من المجلس الاقتصادي والاجتماعي التابع للأمم المتحدة، أطلقت نداء للعمل، حظي بتأييد واسع النطاق، لدعم الاستجابة الإنسانية في مكافحة كوفيد-19.
وشدد الوزير على أنه “حتى في زمن الجائحة، لم يغب تضامن المغرب قط”، مبرزا أنه بمبادرة من جلالة الملك، قدم المغرب مساعدات طبية إلى 20 دولة إفريقية لمساعدتها على مواجهة فيروس كورونا الجديد.
وفي هذا السياق، استشهد بوريطة بفقرة من الرسالة التي وجهها صاحب الجلالة الملك محمد السادس إلى القمة العالمية الأولى للعمل الإنساني التي انعقدت باسطنبول سنة 2016، والتي أكد فيها جلالته: “لقد حرصنا منذ اعتلائنا عرش المملكة المغربية على أن يشكل العمل الإنساني النبيل ركيزة أساسية وهيكلية للسياسة الخارجية للمملكة. وفي هذا الإطار، نسجل بكل اعتزاز، مساهمة المغرب الفعلية في التخفيف من حدة الأزمات الإنسانية، حيثما كانت وخصوصا بدول الجنوب”.
ومن جهة أخرى، أشاد الوزير بـ “قيادة” مارك لوكوك، رئيس مكتب الشؤون الإنسانية بالأمم المتحدة، التي مكنت من تعزيز “انخراط” المانحين في الصندوق المركزي لمواجهة الطوارئ، مسجلا أنه في سنة 2020، خصص الصندوق حوالي 730 مليون دولار للأشخاص المتضررين من النزاعات والأمراض والكوارث المناخية في جميع أنحاء العالم.
وأكد أن المغرب، بصفته مانحا وعضوا في المجلس الاستشاري للصندوق المركزي لمواجهة الطوارئ، يثمن عاليا القيمة المضافة للصندوق من خلال إتاحة استجابة سريعة وملائمة ومنسقة بشكل أفضل للأزمات الإنسانية.
