توصل موقع « مراكش7 » بنسخة من شكاية رفعها عدد من ساكنة « دوار الضويوات » التابع لجماعة « أولاد الدليم » إلى قائد المنطقة، يتهمون فيها رئيس الجماعة بنزع عمود للكهرباء وحرمان عدد من الساكنة من برنامج التوسعة الكهربائية لأنها محسوبة على الجهات المعارضة للمجلس خلال الانتخابات الجماعية الماضية، وجاء في الشكاية أنه »بعدما تم تركيب أحد الأعمدة الكهربائية ضمن مجموعة من الأعمدة الأخرى(…)، تفاجئنا بنزعه من جديد وحرمان عدد من الساكنة المحسوبة على الجهة المعارضة للمجلس في الانتخابات الجماعية السالفة من برنامج التوسعة الكهربائية، بإيعاز من رئيس الجماعة ونائبه الأول انتقاما من السكان الذين لم يصوت لصالحهم خلال الاستحقاقات الأخيرة ».
وفي السياق ذاته يسعى أحد ساكنة المنطقة إلى ربط منزله بالكهرباء منذ ثلاث سنوات -حسب نسخ من طلبات وجهها إلى الجماعة- غير أن طلبه لم يلق مجالا للتنفيذ إلى الآن.
من جهته نفى رئيس الجماعة مصطفى كفراوي هذه الاتهامات، وقال في اتصال هاتفي مع « مراكش7″ أن » الجماعة ليست صاحبة المشروع، وهو تابع لمجلس العمالة، هم من قاموا بتنزيله وتمويله وتتبع تنفيذه، كما أنه ليست من صلاحيات الجماعة أن تزيل أو تضيف أي عمود إلى اتفاقية سبق إبرامها والمصادقة عليها »، وأضاف أن « الشخص المشتكي ليس ضمن لائحة المستفيدين ».
وبخصوص العمود موضوع الشكاية أكد كفراوي على أنه « قد تم وضعه في ذلك المكان عن طريق الخطأ، لأن المكلف بوضعه أخطأ في تنفيذ التصميم، لتقوم كل من مصالح الوكالة المستقلة لتوزيع الماء والكهرباء إلى جانب مصالح العمالة المكلفة بالتتبع التقني بإزالته »، وشدد في ذات التصريح على كون « ليس من مصلحة الجماعة إزالة العمود، وهي كانت من المدافعين عن المشروع ».
من جهة أخرى أفاد فاعلون جمعويون رفضوا الإفصاح عن هويتهم أن رد رئيس الجماعة لا يعدو أن يكون « ذرا للرماد في العيون »، في محاولة لدفع تهمة إقصاء دوار « الضويوات » عنه، والذي يتعامل معه بمنطق الكيل بمكيالين، مؤكدين أن الساكنة ستواصل الترافع عن الدوار لدى باقي الفاعلين والمتدخلين، وستنهج كل الأشكال الاحتجاجية إن استدعى الأمر ذلك لضمان استفادتها من حقوقها التي يكفلها لهم دستور المملكة تحت القيادة الرشيدة لصاحب الجلالة محمد السادس نصره الله.
