في جوابه على سؤال قدمه المستشار البرلماني خالد السطي حول حرمان أطر الأكاديميات الجهوية الحاملين لشهادة الدكتوراه من اجتياز مباريات التعليم العالي كشف وزير التربية الوطنية والتعليم الأولي والرياضة، شكيب بنموسى،أن السبب هو كون مباريات التعليم العالي لا تفتح في وجه الموظفين الموجودين في وضعية تدريب، كما هو الحال بالنسبة لـ”الأساتذة المتعاقدين”.
مقدما تعريف للموظف على أنه “كل شخص يعين في وظيفة قارة ويرسم في إحدى رتب السلم بأسلاك الإدارة التابعة للدولة”.مؤكدا أن عدم السماح لأساتذة التعاقد الحاملين لشهادة الدكتوراه باجتياز مباريات التعليم العالي إلى كون هؤلاء في وضعية تدريب.
