المطالبة بفتح تحقيق في واقعة منع نقل جثة من مستودع الأموات بمراكش
وجهت الجمعية المغربية لحقوق الإنسان فرع المنارة مراكش شكاية إلى والي جهة مراكش اسفي ووكيل الملك بالمحكمة الابتدائية، وذلك للمطالبة بفتح تحقيق بشأن منع سيارة للهلال الأحمر المغربي من نقل جثمان مواطن والإبتزاز الذي يطال الأسر.
وسبق للجمعية أن أثارت الموضوع في دجنبر 2019، حيث فضحت المعيقات والمشاكل التي تصادف بعض الأسر في نقل جثامين المتوفين في المركز الاستشفائي الجامعي محمد السادس، نحو مدنهم خاصة البعيدة قصد الدفن، كزاكورة أو ورزازات وغيرهما، حيث استغربت آنذاك من التكلفة الباهظة المفروضة قسرا على الأسر لنقل أمواتهم وأيضا لأسلوب التحكم والإبتزاز الذي تخضع له الأسر، التي تكون تحت صدمة الموت وفقدان أحد أقربائها، وقد يكون معيلها الوحيد.
وأضافت الشكاية ان ما تتعرض له الأسر من معاناة مع اصحاب سيارات نقل أموات المسلمين من ابتزاز ومطالبة بأداء بمبالغ مالية باهضة ومنع نقل الجثامين عبر سيارات، قد توفرها بعض المجالس المحلية أو الإقليمية أو الهلال الأحمر المغربي، في إطار دعمها للاسرة الفقير وتلك التي تعيش وضعية الهشاشة الاجتماعية أو الفقر .
وسجلت الجمعية يوم الثلاثاء 13 فبراير 2024 واقعة أخرى تعبر بشكل بليغ عن جزء من معاناة الأسرة المنحدرة من الجنوب الشرقي وخاصة زاكورة، حيث حضرت سيارة تابعة لفرع الهلال الأحمر، تم اقتناؤها من طرف المجلس الإقليمي لزاكورة ، بتنسيق مع عمالة الإقليم، لتوفير هذه الخدمة للسكان من ذوي الهشاشة لنقل جثة رجل توفي بالمستشفى الجامعي بمراكش، لكن تم اعتراض طريقها بعد انتهاء سائقها من كل الإجراءات القانونية، وأغلقت سيارة خاصة لنقل الأموات باب الخروج من مستودع الأموات، بدعوى أن سيارة الهلال الأحمر لا تتوفر على ترخيص وليس مخول لها نقل جثمان المتوفى حسب زعم صاحبها.
واعتبرت الجمعية تدخل المجلس الاقليمي والهلال الأحمر لدعم نقل المتوفين بمراكش لمدنهم، خاصة الحالات الإنسانية عمل يندرج ضمن مهامها ولا يتعارض مع الاهداف الإنسانية للهلال الأحمر، ولا يشكل اي خرق للقانون، كما أن الفرع يعتبر نقل الأموات لدفنهم في مدنهم وقراهم المنحدرين منها حق وجب ضمانه من طرف السلطات وتقديم كل المساعدات وتسهيل كل المساطر والإجراءات الإدارية والقانونية لأجل ذلك.
وطالبت الجمعية الحقوقية بفتك تحقيق في مثل هذه النوازل وترتيب الجزاءات القانونية الضرورية، مع التدخل لاحترام سلطة القانون والتصدي لاساليب الابتزاز والإجبار وحماية الاسر من أداء مبالغ مالية خيالية لنقل جثامين المتوفين بمستشفيات مراكش أو نتيجة للحوادث ، وتسهيل عملية نقلهم لدفنهم عبر تقديم المساعدة أو تكفل مؤسسات الدولة خاصة ذات الطابع الاجتماعي بذلك.
