إعلاميون وباحثون يناقشون موضوع الإعلام الجهوي رافعة للتنمية ومحفز لتعزيز المسار الديمقراطي
*في ندوة عن بعد من تنظيم الجمعية المغربية للصحافة الجهوية*
*مشاركون يطالبون القطاع الوصي بإنقاذ الصحافة الجهوية من الإفلاس*
شكل موضوع « الإعلام الجهوي رافعة للتنمية ومحفز لتعزيز المسار الديمقراطي » محور ندوة نظمت مؤخرا عن بعد عبر آلية « زووم »، بمشاركة ثلة من رجال الإعلام المحلي وباحثين ومهتمين بالمجال.
وتأتي هذه الندوة,المنظمة من طرف الجمعية المغربية للصحافة الجهوية (AMPR) بمناسبة إحتفال بلادنا باليوم الوطني للإعلام والإتصال الذي يصادف 15 نونبر من كل سنة ؛وفي إطار تفعيل المقتضيات المتعلقة بالجهوية المتقدمة، وإبراز دور الإعلام في التنمية الجهوية ومواكبته للأوراش التنموية الجهوية بما يخدم مصالح الساكنة المحلية.
وتوخت الندوة ،فتح نقاش حول مختلف الأدوار الايجابية التي يمكن أن يضطلع بها الإعلام وخاصة الجهوي في مواكبة وتنفيذ مختلف الأوراش التي تعرفها جهات المملكة ، وتبادل الآراء والأفكار حول علاقة الإعلاميين بالمنتخبين ومساهماتهم في تحقيق أهداف التنمية المحلية.
وبالمناسبة، أكد المشاركون في هذه الندوة أن الإعلام المحلي والجهوي الهادف والجاد يشكل رافعة أساسية للتنمية الجهوية من خلال الدور الهام الذي يقوم به في متابعة البرامج التنموية على المستوی المحلي و الجهوي والعمل على التعريف بها وتسويقها للمواطنين.ومن هنا ضرورة تقوية الإعلام على مستوى الجهة؛ إذ من شأن ذلك ترسيخ الديمقراطية المحلية وتعزيز إمكانيات المراقبة والمحاسبة في ظل التحولات التي عرفتها البلاد على عديد المستويات، وكذا في ضوء التوجيه الملكي السامي الذي يدعو إلى تبني مقاربة تعتمد الفعل التنموي كمدخل لتحقيق التوازنات الاقتصادية والسياسية والاجتماعية والثقافية والبيئية، والحكامة الترابية الناجعة.
ومع انطلاق الجهوية الموسعة التي تعد رافعة للتنمية وفي نفس الوقت للمسار الديمقراطي ، من خلال عملية إعادة توزيع التراب الوطني على قاعدة 12جهة، فإن الجهوية المتقدمة أصبحت تحظى باهتمام متزايد على الصعيدين الوطني والدولي باعتبارها إطارا ملائما لمواجهة تحديات التنمية الاقتصادية والاجتماعية والثقافية والاعلامية.
وشدد المشاركون على أن دستور 2011 قد أولى أهمية قصوى للجهوية، من خلال تنصيصه في فصله الأول على أن التنظيم الترابي بالمغرب تنظيم لامركزي، يقوم على الجهوية المتقدمة أو ما يمكن تسميته بديمقراطية القرب، والانتقال من علاقات الوصاية والرقابة الي علاقات مبنية على التشاور والتدبير التشاركي والتعاون والتعاقد.
وانطلاقا من هذه الادوار الهامة، فإن الجهوية المتقدمة في حاجة ماسة إلى مواكبة إعلامية، بهدف إبراز مختلف خصوصيات الجهوية وقضاياها في مختلف المجالات، تكريسا لإعلام القرب الذى تشكل الصحافة الجهوية أحد عناصره الرئيسة، والتي بإمكانها المساهمة في تنزيل الجهوية المتقدمة خدمة لهذا الورش الوطني.
فهذه المواكبة الاعلامية للجهوية الموسعة، تتطلب أن يكون لنا اعلاما جهويا يقظا فاعلا ومسؤولا، وذي مصداقية، يشتغل وفق ضوابط مهنية وبالتزام بأخلاقيات المهنة، مع وضع رهن اشارته الدعم اللازم والمعلومات وكل المعطيات التي تهم الشأن الجهوي، حتى تتمكن وسائل الاعلام الجهوية من أداء رسالتها كاملة مبرزين ان تقوية هذا القطاع على مستوى الجهة من شأنه ان يعمل على تقوية الديمقراطية المحلية و تعزيز امكانات المراقبة و المحاسبة.
ودعا المشاركون، المسؤولين العمل على تقاسم سوق الإعلانات المغربية مع الصحف الجهوية والمحلية سواء منها الورقية أو الإلكترونية.
كما دعا المشاركون إلى الإسراع في عملية تنفيذ توصيات لجنة النموذج التنموي في شقها المتعلق بالإعلام، كما طالبوا بتعديل القانون رقم 88.13 المتعلق بالصحافة والنشر خاصة الشق المتعلق بالشروط التي يجب التوفر عليها بالنسبة للجريدة الجهوية الإلكترونية للحصول على الدعم العمومي حيث أن المشرع لم يفصل بين الصحيفة الإلكترونية الوطنية والصحيفة الإلكترونية الجهوية؛في حين نجد أن المشرع فصل في الشروط بين الصحيفة الوطنية المكتوبة والصحيفة الجهوية المكتوبة.وهذا كله من أجل إنصاف الصحافة الجهوية سواء منها المكتوبة أو الإلكترونية نظرا للأدوار التي تقوم بها في التنمية المحلية والجهوية.
أما بخصوص التنظيم الذاتي لمهنة الصحافة، فقد طالب المشاركون بتعديل القانون رقم 90.13 المتعلق بالمجلس الوطني للصحافة، بما يسمح بإعادة النظر في تركيبته وشروط الترشح لعضويته ووضع تمثيلية معتبرة للصحافة الجهوية ضمن أعضائه.
وطالب المشاركون، الوزير الوصي على القطاع بـ »التدخل لإنقاذ قطاع الصحافة الجهوية، المتأزم أصلا، من الإفلاس والإغلاق، علما أن الدولة المغربية أعلنت منذ سنوات تبنيها مبدأ الجهوية واللامركزية دون رجعة ».
كما إستغلها المشاركون فرصة لدعوة الحكومة لإحداث دور للصحافة على مستوى كل جهات وأقاليم المملكة؛مع ضرورة إدراج جائزة تهم صنف الصحافة الجهوية ضمن الجائزة الكبرى للصحافة التي تنظمها الوزارة الوصية كل سنة.
وثمن المشاركون احداث خيمة الصحافة بالعيون اقتداء ببيت الصحافة بطنجة .
وفي إطار رؤية الجمعية تقرر عقد المؤتمر العام بمدينة العيون اواخر شهر دجنبر المقبل.
